UN E-Governance readiness list, India is 113th
Despite all its efforts, India has slipped in its E-Governance ranking from 87 (in 2005) to 113 (in 2007). This is based on the UN E-Governance readiness list. For more detailed report please visit UN E-Government Portal.

India’s E-Readiness Index is 0.381 (Ranked 113 among 183 countries) The world average is 0.454. E-Readiness Index is a composite index comprising of Web Measure Index, Infrastructure Index, Human Capital Index and E-Participation Index.
India’s Web Measure Index is 0.478 as opposed to world average of 0.354. This index has 5 stages-
Emerging Presence is Stage I representing information, which is limited and basic.
Enhanced presence is Stage II in which the government provides greater public policy and governance sources of current and archived information, such as policies, laws and regulation, reports, newsletters, and downloadable databases.
Interactive presence is Stage III in which the online services of the government enter the interactive mode with services to enhance convenience of the consumer such as downloadable forms for tax payment, application for license renewal.
Transactional presence is Stage IV that allows two-way interaction between the citizen and his/her government. It includes options for paying taxes; applying for ID cards, birth certificates/passports, license renewals and other similar C2G interactions by allowing him/her to submit these online 24/7.
Networked presence is Stage V which represents the most sophisticated level in the online e-government initiatives. It can be characterized by an integration of G2G, G2C and C2G (and reverse) interactions.
India’s Infrastructure Index is 0.044 as opposed to world average of 0.210.
The telecommunication infrastructure index is a composite weighted average index of six primary indices based on basic infrastructural indicators, which define a country’s ICT infrastructure capacity. These are: PC’s/1000 persons; Internet users/1000 persons; Telephone Lines/1000 persons; Online population; Mobile phones/1000 persons; and TV’s/1000 persons.
India’s Human Capital Index is 0.620 as opposed to world average of 0.783
The data for the human capital index relies on the UNDP ‘education index’ which is a composite of the adult literacy rate and the combined primary, secondary and tertiary gross enrollment ratio with two third weight given to adult literacy and one third to gross enrollment ratio.
India’s E-Participation index is 0.250 as opposed to world average of 0.191
The E-Participation Index assesses the quality and usefulness of information and services provided by a country for the purpose of engaging its citizens in public policy making through the use of e-government programs.
India has developed a comprehensive national portal that promotes e-governance as important national policy and strategy. Information is clearly organized according to user as citizen, business and government. India is one of the 10 countries which uses emails to communicate with citizens. Pakistan has improved its rank from 136 to 131. While Bangladesh has improved its rank from 162 to 141.
